Plans & Reports


Plans

Below are various plans prepared by the Housing Office and approved by the City Commission for submission to the U.S. Department of Housing and Urban Development and Florida Housing Finance Corporation, as applicable.  The plans are grouped by type as follows:

  • 5-Year Consolidated Plan & Strategy:  outlining objectives for federally funded housing and community development programs, and supplemented by a One Year Action Plan and Projected Use of Funds.
  • Action Plans and Projected Use of Funds:  supplements the 5-Year Consolidated Plan and Strategy, furthering the goals and objectives of the Housing Office through federally funded programs.
  • Local Housing Assistance Plans:  prepared every three (3) years for submission to the Florida Housing Finance Corporation, setting forth the goals and activities of the State Housing Initiatives Partnership (SHIP) Program.
  • Neighborhood Stabilization Plans:  prepared for participation in the Federal Neighborhood Stabilization Program (NSP1 in 2009 and NSP3 in 2012).

Reports

Below are several reports prepared by the Housing Office for submission to the U.S. Department of Housing and Urban Development and Florida Housing Finance Corporation documenting activities, expenditures, and compliance with the grant funded programs.  The reports are grouped by type as follows:

  • Consolidated Annual Performance and Evaluation Reports:  submitted annually to HUD for the Federal Community Development Block Grant (CDBG), HOME Investment Partnerships, and Housing Opportunities for Persons with AIDS (HOPWA) programs.
  • State Housing Initiatives Partnership (SHIP Annual Performance Reports:  submitted to the Florida Housing Finance Corporation for the State Housing Initiatives Partnership (SHIP) Program.
  • Neighborhood Stabilization Program (NSP) Quarterly Performance Reports:  performance Reports for both rounds of Neighborhood Stabilization Program funding the City of Lakeland was awarded (NSP1 and NSP3).
  • Community Development Block Grant-Recovery (CDBG-R) Quarterly Reports:  submitted for supplemental CDBG-Recovery funding received in 2009.
