OFFICER FRED LEWIS
Officer Lewis is a Program Coordinator for the Lakeland Police Athletic League (PAL).
Officer Fred Lewis was born and raised in Benton Harbor, Michigan. In 1970, Lewis relocated to, and grew up in, Avon Park, Florida —eventually moving to Fort Meade, Florida. Lewis attended and earned his high school diploma from Fort Meade Jr/Sr High School in 1983. Shortly after graduating from high school, Lewis joined the US Army where he served as a Unit Supply Specialist and Combat Engineer for 8 years.
In 1991 Lewis separated from the armed forces with an Honorable Discharge. Officer Lewis relocated to Lakeland, Florida in 1993 and shortly thereafter joined the Lakeland Police Department on October 31, 1994. While being employed at the Lakeland Police Department, Officer Lewis has held several positions, including: Patrolman, School Resource Officer, and Community Oriented Policing Officer.
In addition to the various roles held throughout his career with the department, Officer Lewis also completed the necessary requirements needed to become a Certified Instructor and Certified Gang Officer.
In his spare time, Lewis enjoys sharpening his culinary knowledge and skills. In fact, in 2017 Lewis enrolled in a Culinary Arts school and fulfilled his lifelong dream of becoming a Certified Chef. In 2018, Officer Lewis became the CEO and proud owner of Fred’s Roadside Café — a food truck business that offers an array of southern-style items ranging from BBQ, to seafood.

LASHUNDA LUSTER
LaShunda Luster is a Program Coordinator for the Lakeland Police Athletic League (PAL).
LaShunda Luster was born and raised in Lakeland, FL. After graduating from Kathleen High School, she later went on to earn a Bachelor of Applied Science degree in Business Adminstration from Polk State College.
Lashunda joined the City of Lakeland through Lakeland Electric in 1996 as a meter reader. She transitioned to the Lakeland Police Department in 2006 and went on to serve in a variety of roles with our Records Division, General Service Section and the office of the Chief of Police. She then moved back to City Hall in 2016, working as the senior administrative assistance for the Deputy City Manager and Assistant City Manager. In 2021, she transitioned back to LakelandPD as the Civilian Program Coordinator for Lakeland PAL.
LaShunda has been a member of Toastmasters International since 2014, and has been a volunteer for Big Brothers, Big Sisters Inc. She was nominated for the “She Knows Where She’s Going” award from Girls, Inc., for her contributions to the program.
She enjoys conversation and brings laughter to any interaction she has. Her goal is to give back to the community in which she has grown up in, and to make her mark within the City of Lakeland.

SERGEANT BRADLEY DOLLISON
Sergeant Bradley Dollison, a native of Indianapolis, Indiana, relocated to Winter Haven, Florida, with his family in 1992. He completed his education at Winter Haven High School in 2005 and later earned his law enforcement certification from the Kenneth C. Thompson Institute of Public Safety in 2013. In December 2013, he embarked on his law enforcement journey with the Lakeland Police Department.
Sergeant Dollison's initial assignment was in the Uniform Patrol Division, where he also served as a Field Training Officer. His dedication and skills led him to be chosen for the Lakeland Police Department's Special Investigations Section in 2016 as a narcotics detective. In 2018, he transitioned to the Lakeland Police Department's School Resource Unit, serving as a School Resource Officer. His responsibilities included overseeing the truancy component and implementing the Risk Protection Order law concerning school threats.
In addition to his primary roles, Sergeant Dollison actively participated in the Lakeland Police Department's Gang Liaison and Bike Team. He currently serves on the Department's Honor Guard, Crisis Negotiation Team, and Recruitment Team.
Sergeant Dollison's commitment to serving and protecting his community extends beyond his policing roles. In 2024, he achieved a significant milestone by earning a degree in Criminal Justice from Polk State College, further enhancing his knowledge and expertise in the field.
With a deep passion for the City of Lakeland and his fellow officers, Sergeant Dollison embraces the opportunity to lead and serve as the head of the Lakeland Police Athletic League. His dedication to both law enforcement and community engagement makes him an invaluable asset to the Lakeland Police Department and the residents they serve.

LIEUTENANT JOE PARKER
Lieutenant Joe Parker is the Police Athletic League (PAL) Supervisor.
Lieutenant Joe Parker was born in Chicago Heights, Ill., but moved to the Orlando area when he was a kid. He was among the few to complete the first four-year graduating class at Lois Cowles Harrison Center for the Visual and Performing Arts in Lakeland. There he majored in music and was the percussionist for the school’s Symphony, Pit, and Chamber Orchestras.
Lieutenant Parker began his career with the Lakeland Police Department in September 2006. While working as an officer he served in the Uniform Patrol Division, Narcotics Unit, Street Crimes Unit and was a member of the SWAT and Crisis Negotiation Teams. Upon his promotion to sergeant in 2015, Lieutenant Parker supervised one of four squads within the Uniform Patrol Division and Special Investigations. In his most recent role, he supervised one of two Neighborhood Liaison Units.
Lieutenant Parker is a veteran of the U.S. Army, where he proudly served as an Airborne Infantryman with the elite 82d Airborne Division. Lieutenant Parker holds an Associate in Arts and a Bachelor’s degree in Criminal Justice from Polk State College and also serves as an adjunct instructor there for the Kenneth C. Thompson Institute for Public Safety.
Prior to choosing a career in law enforcement, Lieutenant Parker became skilled in the craft of carpentry. He learned the ins and outs of carpentry as he tooled along behind his father growing up. A union man himself, the senior Parker always encouraged the strong work ethic and pride in one’s craftsmanship required to make it as a Journeyman Carpenter. Lieutenant Parker takes pride in his accomplishments and his work can be observed in such landmarks as The Hard Rock Hotel and Universal Studios Islands of Adventure, both in Orlando, Florida.
