  • South Bl, Success Av and E Park St Resurfacing Project - Complete March 2024

    PUBLIC NOTICE

SOUTH BOULEVARD, SUCCESS AVENUE AND E. PARK STREET

    RESURFACING PROJECT

WHO:                  Contractors working for the City of Lakeland

    WHAT:                 Milling and paving project

WHY:                   Roadway resurfacing part of preventative maintenance schedule

WHEN:                Milling will start March 11, 2024

WHERE:             South Boulevard, Success Avenue and East Park Street.

The City of Lakeland will start the paving process on South Boulevard, Success Avenue and East Park Street starting March 11, 2024.  Contractors working for the City of Lakeland will start milling the asphalt surface down to the road base and then systematically move to the next street until all three are milled.  Milling is expected to take at least three days.

New asphalt will start to be installed March 18, 2024.  Resurfacing after milling is expected to take three days. The roadway must be milled before paving otherwise the elevation of the road would continue to get higher every time a paving project occurred.  Milling before paving prevents driveway and ADA ramp adjustments due to increasing pavement heights. It is common practice to mill down the road before adding a hot paving mix.

This project will be performed during the daytime hours to least impact the residential area. Vehicular traffic will be limited while the contractor is working. During this project, traffic control signs will be in place and flagmen will be there to assists motorists. Delays are to be expected and motorist are encouraged to use an alternative route if possible.

  • Five Points Roundabout Construction - Completed April 2024

FIVE POINTS ROUNDABOUT CONSTRUCTION WILL SOON START
WHO:              City of Lakeland and contractor Gibbs & Register
    WHAT:             Five Points Roundabout Construction
    WHY:               Increase intersection capacity
WHEN:            Project will start October 23, 2023
WHERE:          Intersection at West Main Street, West Lemon Street and Sloan Avenue

LAKELAND, FL (October 13, 2023) – The Five Points Roundabout construction project will start on October 23, 2023.  The intersection at West Main Street, West Lemon Street and Sloan Avenue will be temporarily closed while the signalized intersection is converted to a single lane roundabout. The $2.2 Million project funded by the City of Lakeland will take approximately nine-months to complete.  The work is being done by Gibbs & Register, a company that specializes in complex construction projects.

Ryan Lazenby, Civil Engineer Manager said, “The primary reason for the project is to increase intersection capacity and specifically to eliminate vehicles from backing into George Jenkins Boulevard (SR 600) when waiting at the intersection traffic signal.  Once completed the roundabout will reduce intersection delays, improve safety, and serve as a gateway feature to the Downtown West area.”

Studies show that roundabouts offer significant safety enhancements and typically result in 90% fewer fatalities and 75% fewer injuries when compared to signalized intersections.  The roundabout will reduce long-term maintenance costs because electric power for signal operations and signal equipment will be eliminated at the intersection once the project is completed.

Nearby business will remain open during construction and a signed detour route will be in place during all phases of the project to least impact traffic. The contractor has also placed electronic message boards near the project site to provide advance notice to local traffic.

This project consists of Design, Construction and Construction Engineering and Inspection (CEI) of a 10-foot wide shared use path along a portion of the north side from Westover Street to Robin Road (along Cleveland Heights).   The proposed improvements also include adding a high visibility crosswalk from Westover Street to an existing five foot sidewalk along the south side that leads to Peterson Park, as well as re-striping of bike markings for cyclists. This project will require the removal of the existing five-foot wide sidewalk. This shared use path completes the 3.6 mile loop of the Three Parks Trail System which began construction in 2015.  The Three Parks Trail system is a component of the City’s Lake-to-Lake Bikeway that is referenced in the Momentum 2040-long-range transportation plan listed as “Westover Trail” (page G-3).   In addition, this segment is part of a designated Proposed Pathways Corridor in the Citywide Pathways Vision Plan that is included in the Comprehensive Plan’s Transportation Element.
