Planning for bicycle facilities is guided by the City’s Comprehensive Plan and Land Development Regulations. The City’s Community Development and Public Works Departments work closely together with the Florida Department of Transportation and Polk County Board of County Commissioners to implement a multi-modal transportation system which is responsive to community needs, is consistent with future land use policies, is environmentally sound, and fosters economic vitality. Bicycles are key to creating a truly multi-modal system. The City’s Pathways Vision Plan is the blueprint to building this system.

To implement the Pathways Vision Plan the City emphasizes a complete streets approach that incorporates all modes of transportation, including bicycles, into new roadway design and retrofits existing roadways through innovative resurfacing and maintenance procedures as well as road diets.
